The Mohalla Playbook: How to Form an Un-Registered Collective in 7 Days
You do not need a Societies Registration Act certificate or ₹50,000 for a lawyer to demand clean water, working streetlights, and regular garbage clearance.
Under Article 19(1)(c) of the Constitution of India, all citizens possess the fundamental right to form associations or unions.
You DO NOT need government permission to form a neighbourhood action group.
STEP 1: IDENTIFY THE SPECIFIC PAIN POINT
Do not start with "We want to improve our colony." Start with "The garbage underpass fire at 2 AM" or "The broken submersible water pump in Lane 4."
STEP 2: PRINT 50 COPIES OF THE ₹1 PARCHA
Use the Sangathan A4 Parcha generator. Print 50 high-contrast copies at any local photocopy shop (approx. ₹50 total expense). Hand them out at tea stalls, morning walks, and after Friday prayers / Sunday temple gatherings.
STEP 3: COLLECT DATED SIGNATURES
Never rely on verbal consent. Use Sangathan’s printed signature sheets with columns for Name, House/Gali Number, and Phone Number.
STEP 4: SUBMIT A WRITTEN LETTER WITH STAMPED RECEIVING
Submit two identical hard copies to the Junior Engineer (JE) or Sanitary Inspector. Demand that they stamp, date, and write the receiving diary number on YOUR copy.
Keep that stamped copy. That single piece of paper is your legal shield.
